Now I’ve seen a fair share of California plates with the MP (Manufacturer Plate) tags here at SEMA. But not ones with Michigan Manufacturers plates. Saw these at the Bellagio. And saw a placard on one of them. (Excuse the potato quality, it’s Vegas.)
AC Delco placard.....any guesses?

Media/press cars, probably. Those are current production anyway, not “mules.”

Not everything with an M plate is a test mule, as JimZ said. Probably just a company-owned fleet vehicle.
